There was no official promotional signing event. Condition: fine with no issues. No dust kacket as issued.
Rowling signed some copies to a few kids in Scotland who won a contest. Famously, Rowling handwrote seven Beedle the Bard copies. One copy was auctioned off for charity and fetched a staggering GBP 1.95 million; the other six copies went to people who supported her writing the Harry Potter series.
One of them was Barry Cunningham, publisher at Bloomsbury who signed up the story about a young wizard boy with glasses. The rest is, and made, history.
